With "Mortgagee Letter 2009-32", several things have changed in the streamline refinance program. Following are the most critical changes:

• Without an appraisal, you cannot finance closing costs.
• You need to prove you are employed and have income.
• You will have to provide proof that you can pay your closing costs.
• Cannot refinance for 6 months after your last mortgage.
  

As of this moment, these rules take effect 60 days from the date of the letter, which would be November 18, 2009. If your rate is 6.25% or above, we should look at a streamline refinance for you.
